In de ArcGIS Pro documentatie staat:
Currently, only the OGC API Features and OGC API Tiles (map tiles) standards are supported in ArcGIS Pro. As more OGC API standards develop and mature, they will also be accessible through an OGC API server connection.
De toevoeging (map tiles) doet vermoeden dat ArcGIS momenteel alleen raster tiles ondersteund via OGC APIs, geen vector tiles. Dat zou het (mogelijk) verklaren.
