I need to find and download as shapefiles, a general administrative areas map of the Netherlands. Is that possible? I find there is too much confusion here for someone with no GIS experience.
Here’s a link to the metadata from administrative areas, which includes a download link to a zipped geopackage (.gpkg.zip) file. You can convert the layers in the gpkg to shapefiles if you really need shp, but most software can read gpkg by now.
